Why won't my IEP finalize?

The short answer: GO-IEP blocks finalizing until every open progress report from the previous IEP is finalized or inactivated, all audit errors are cleared, and (for initials) the evaluation completion date is on the Timeline page. Work the checklist below in order. The progress-report rule alone clears most stuck IEPs.

The unblock checklist

  1. Verify the meeting date first. An amendment's meeting notice is a copy of the parent IEP's notice, so the date usually needs to be changed. GO-IEP's own audit cautions users to verify meeting-date accuracy before anything else, because a wrong date cascades into progress-report and timeline errors.
  2. Close every open progress report from the prior IEP. GO-IEP will not close them automatically. Each one must be finalized or inactivated, in sequential date order, before the new IEP or amendment can finalize.
  3. Apply the halfway rule. If the meeting date is past the halfway point of the reporting frequency period, the report must be completed and finalized; inactivate won't be offered. Before the halfway point, the case manager or system admin can open it from the Progress Reports dashboard and select Inactivate at the bottom.
  4. Confirm every goal has progress notes. A progress report can't finalize until each goal and objective has a progress date, status, comments, and data entered for the period. Any team member can enter them: a therapist for a therapy goal, the case manager for classroom goals.
  5. Clear the audit errors. Run Audit/Finalize and fix what's flagged. The blue text names the section that needs correction. The most common: accommodations exist on State Testing or Student Supports, but the need isn't indicated and justified on the Present Levels page. Full decoder here.
  6. Initial eligibility only: the Initial Evaluation completion date must be entered on the Timeline page before the eligibility can finalize.
  7. Check the parent address on the Profile page. That's the address that prints on the finalized PDF. Fix it there, not on the document.
  8. Know that finalize is one-way. After finalizing, changes require starting an amendment, and the Draft watermark drops from the printed IEP. Confirm you're ready before choosing yes.
